The billing page appears to need payment in full? 

No, it shows the full bill. You simply need to make a choice such as proceed with installments or proceed and pay in person to be able to register. You will then be able to choose how to pay (credit card, EMT, etc) one the invoice itself. 

The final invoice is much larger then class costs? 

This is because the Bingo for Tuition Fees is applied. As you work your bingos, this bill will decrease. ($100 decrease for each bingo spot worked).
